Decades of Chlorine Supply, Ensuring Safe Drinking Water for Our Nation
Chlorine is a product manufactured by the chloro alkali process. Electrolysis of common salt (NaCl) gives out chlorine in this process. Chlorine gas is compressed and liquefied for the purpose of storage and transportation. Chlorine gas is transported in either in large tanks or in a cylinders of varying sizes from 900 kg to smaller sizes such as 68 kg.
Among the initial Factories set up in the 1950 decade, Paranthan Chemicals Factory was established in 1954 as Government Chemicals Factory at Paranthan in Kilinochchi District in the Northern Province. This factory had been brought under the name of Paranthan Chemicals Corporation in 1957 by the State Industrial Corporation Act no 49 of 1957.
Paranthan Chemicals Company Limited is a 100% State-owned, profit-making Company performing its activities under the purview of Ministry of Finance, Economic Stabilization and National Policies.

Mr. Buddhika Madihahewa is an entrepreneurial business professional with thirty years (30) of senior managerial experience in diverse commercial and financial sectors by performing a pivotal role in ensuring viable business management. He is also known as an innovative administrator taking leadership in planning and managing complex operations at private and state enterprises.
He holds a Post Graduate Diploma and Master’s Degree in Business Administration at Australian Institute of Business, Adelaide Australia. He is a member of numerous professional bodies, including the Chartered Institute of Marketing, UK (MCIM), Fellow of Chartered Management Institute, UK (FCMI), Fellow of Association of Business Executives, UK (FABE), Fellow of Chartered Professional Managers (FCPM), Certified Member of Sri Lanka Institute of Marketing (CMSLIM), Member of Institute of Management (MIMSL).
He is also the Managing Director/CEO of Swarnakalum Group of Companies, Managing Director of APMS Holdings, Director of State Mortgage and Investment bank (SMIB) and Director of Lanka Mineral and Sands Ltd (LMSL).
Mr. Madihahewa had extended his contribution to numerous state entities of the country and served as the Managing Director of Ceylon Petroleum Corporation (CPC), Director of Ceylon Petroleum Storage Terminals Ltd (CPSTL), Executive Director of Ceylon Shipping Corporation (CSC), Member of Tertiary & Vocational Education Commission (TVEC), Director of Lanka Coal Company (LCC), Director of Ceylon Shipping Lines Ltd, Director of Port Services Co, Ltd. and Chairman of Ceylon Fertilizer Company Limited (CFC).
Has over 26 years’ experience at Ceylon Petroleum Corporation and as a Senior Engineering Technician at Refinery Mechanical Workshop.
Counts over 24 years’ experience in government service, served as a Enforcement officer in employee’s trust fund board and Public coordinating Secretary at Public coordinating unit of the Presidential Secretariat. Worked as Jathika Saviya District Coordinating Director for Kalutara District at Presidential Secretariat. Was a Board Member of Southern Development Authority.
Master of Arts in Economics / B.Sc. Business Administration (Special). Worked as Deputy Chief Secretary (Finance) – Southern Province (Super Grade) 2019-2022 and Director Southern Province Internal Audit. Is a Fellow member of the Association of Public Finance Accountants of Sri Lanka. Worked as Chief Accountant- Ministry of Fisheries, Southern Province and Chief Accountant at Ministry of Cooperative Affairs Southern Province from 2007- 2010, Gained experience as an Accountant Zonal Education Office Southern Province and as an Accountant at Divisional Secretariat Office, Akuressa and further as an Audit Examiner at Auditor General Department.
Mrs. Priyangani is representing the board since September 2020 as appointed by the Secretary to the Treasury. She obtained her first degree, B’com (First Class) from the University of Peradeniya and honored with the Master of Arts degree in financial economics from the University of Colombo. She is also a lifetime member of the Association of Accounting Technicians of Sri Lanka (MAAT) and has completed Licentiate part II of the Institute of Chartered Accountants of Sri Lanka (ICASL). She currently holds other Directorships in State-Owned Enterprises (SOEs) namely Sri Lanka Tea Board, MG Sugars Lanka Pvt Ltd, Helanco Hotels and Spa Pvt Limited representing Secretary to the Treasury. Also she was the former Treasury Representative director in Chillaw Plantations Ltd, Colombo Commercial Fertilizer Ltd, Canwill Holdings (Pvt) Ltd, Sino Lanka Hotels and Spa (Pvt) Ltd, Ceylon Agro Industries Ltd, National Center for Advanced Studies and National Medicine Regulatory Organization. Mrs. Priyangani presently performs her duties in her capacity as a Director of the Department of Public Enterprises and Acting Senior Project Officer of the National Agency for Public Private Partnership. Also she was a senior manager in Public Enterprises Reform Commission of Sri Lanka (PERC) implementing key aspects of the governments public sector reform program. Ms. Priyangani has wide exposure in handling investment appraisals and analysis of the financial performance of various SOEs, all stages of a privatization transactions, post transaction monitoring and evaluation by actively taking part in major privatization transactions of various sectors at PERC.
Appointed as the Charmen of Paranthan Chemicals Company Limited in February 2023. Mr. Chaminda Karunaratne is a highly talented, skilled, experienced, energetic veteran professional in the Government Sector who has served for the last Twenty Nine (29) Years as a Government Servant.
Started duties in Ministry of Samurdhi in 1995, Mr. Karunaratne went on to hold to positions of Media Secretary at the Ministry of Nation Building & Estate Infrastructure Development, Ministry of Ports and Aviation, Ministry of Ports and Highways.
Served as the Director – (Electronic Media) at the Presidents’ Media Division (PMD) from 2019 to 2022 (December), currently Mr. Karunaratne is the Coordinating Secretory at the Ministry of Plantation Industries & Minister of Industries.
A journalist for over Three (03) Decades in which Mr. Karunaratne has Represented Sri Lanka at the United Nations Human Rights Council Forums (UNHCR) from 2015 to 2019 in Geneva, Switzerland, further represented the Sri Lankan 5th Executive President delegation to South Korea, Malaysia & Japan. Participated the International Visitor Leadership Program (IVLP) on ‘Transparency and Accountability in Government III (E/VM-2022-0077) in the United State of America (USA). Conducted the Administration of the “Ethera Methera” Programme in the United Kingdom (UK) in the Years of 2012, 2014, 2017 & 2022. Conducted the Administration of the “Ethera Methera” Programme in Italy in the Years of 2013, 2015 & 2016. Conducted the Administration of the “Ethera Methera” Programme in France in the Year 2022.
